Understand what the Health Information System for Primary Care (SISAB) is

The purpose of Subproject 38 (Health Conditions of Population II) is to analyze the health conditions of the population and use of health services in the municipalities affected by the rupture of the dam of the Córrego do Feijão mine, in the period from 2015 to 2019. To do so, the subproject team will use a database from SISAB / e-SUS AB, which stands for Health Information System for Primary Care (in portuguese, SISAB). This system is a strategy of the Department of Family Health of the Ministry of Health called e-SUS Primary Care (e-SUS AB), that is why the database is called SISAB / e-SUS AB.

In Brazil, the Health Information System is composed of different subsystems, which solves a huge amount of data related to health activities, creating large national databases, such as the Health Information System for Primary Care (SISAB). This system was instituted on July 10, 2013, by Ordinance GM / MS nº 1.412, and it is the Primary Care information system for the purpose of financing and adhering to the programs and guidelines of the National Primary Care Policy, replacing the Primary Care Information System (SIAB).

The SISAB, as explained above, is a strategy of the Department of Family Health of the Ministry of Health and aims to expand information management, process automation, improvement of infrastructure conditions and improvement of work processes (SYSTEM OF HEALTH INFORMATION FOR BASIC ATTENTION, 2020). For the collection of information (data), there are the e-SUS AB systems, which are composed of two software systems that provide the basic instruments for the collection of data that will be inserted in the SISAB. These softwares are the CDS (Simplified Data Collection), the PEC (Electronic Citizen's Record) and the appAD (application for mobile devices, currently available for Home Care).

The e-SUS AB systems were developed to meet the Primary Care work processes for healthcare management, and can be used by Primary Care professionals, by the teams of the Family Health Support Centers (NASF, recently extinct) ), by the Consultório na Rua (CnR) and by the Attention to Prison Health and Home Care (AD), in addition to the professionals who carry out actions in programs, such as Saúde na Escola (PSE) and Academia da Saúde.

Therefore, SISAB is an important system capable of obtaining information on the health situation of a specific population or municipality, based on available health data, as well as reports of health indicators (mortality, morbidity, nutrition, health services, etc.) viewed by state, municipality, region and health teams.

 

Use of the SISAB / e-SUS AB database by Subproject 38

To analyze the health conditions of the population and the use of health services in the municipalities affected by the rupture of the Córrego do Feijão mine dam, the team of Subproject 38 (Population Health Conditions II) will use the SISAB / e-SUS AB database referring to home and territorial visits, procedures, home and individual care in Basic Health Units, including dental, individual, home and territorial registries.

The data extracted from the SISAB database are from the 19 municipalities that the Brumadinho UFMG Project covers, covering the period between January 2015 and December 2019. The data will be analyzed monthly: thus it will be possible to analyze the evolution of complaints, diagnoses, therapeutic procedures, outcomes and use of services in the period from 2015 to 2019, contributing to the identification of probable impacts of the dam breaking on the health of the affected population.

It is worth mentioning that the data obtained will be viewed according to the necessary stratification, such as by age group, sex, type of team, professional category, location or type of service. The data will also be visualized by the type of service, as for example individual care, including dental care, procedures and home visits.
